TERMS OF PARTICIPATION AT THE SEALED BID AUCTION:

1. The vehicle will be sold on “as-is-where-is” basis. UNHCR is not liable and will not consider any complaints for the present or future condition of the vehicle.
2. Vehicle is not customs cleared. 
3. Interested companies/individuals may come and view the vehicle at UN House parking slot, 160, Chui Avenue, every working day in the period 23-30 December from 11.00 to 14.00 hrs. 
4. The bid eligibility is subject to payment of a Participation Deposit at an amount of 500 USD paid to UNHCR bank account. The attached bank details should be used for transaction of the Participation Deposit. This Participation Deposit for the non-awarded bidders will be reimbursed by 15 January 2021 the latest. 
5. All interested parties should provide their bids according to the attached form in a sealed envelope along with a copy of the Participation Deposit receipt. The envelope should be addressed to: UNHCR National Office in Bishkek, the Kyrgyz Republic, 160, Chui Avenue. The bid should clearly indicate: “Offer for purchase of UNHCR vehicle Toyota Land Cruiser 200”. The offer should contain a) Amount offered in USD; and b) Bidders details: full name, address, email, contact phone and copy of ID.
6. The deadline for submitting offers is 30 December 2020 at 17:00 hrs. No bids shall be received after this time.
7. The sale of the vehicle is subject to a “Reserve price” set by UNHCR. 
8. After reviewing the received offers, if the reserved price has been met, UNHCR shall contact the highest bidder by email not later than 11 January 2021 and offer him/her to purchase the vehicle as per his/her offered price.
9. The highest bidder should pay the full offered amount for the vehicle minus 500 USD (Participation deposit) via bank transfer within three (3) working days after having been contacted by UNHCR and declared the highest bidder. The cut-off date for the payment is 15 January 2021.  If the awarded bidder fails to pay the full amount within this period, his/her Participation deposit will be confiscated, and he/she will have no right to complain. 
10. The Buyer shall be required to cover all subsequent costs related to the applicable taxes and duties in the Kyrgyz Republic and customs clearance’s fees in accordance with existing local laws and regulations.  
11. The bank details for payment shall be provided by UNHCR Bishkek in due course.
12. The sale is final. Upon payment of the due amount, the Buyer shall not have a right to dissuade. Any paid amounts shall not be reimbursed.
13. Upon receiving the full payment of the awarded amount, UNHCR will provide the Buyer with a Bill of Sale and/or any other relevant documentation in order to enable the Buyer to finalize the applicable procedures (i.e. customs clearance, registering the vehicle under Buyer’s name, etc.). The vehicle/s will be physically handed over to the Buyer after full deposit of the offered price and only once the vehicle is custom cleared with respective document provided by the MFA.
14. All arrangements related to the transfer of ownership and collection of the vehicle shall be made by the Buyer within ten (10) working days after receipt of payment and confirmation that the vehicle is custom cleared. 
15. UNHCR staff members are not permitted to participate in bidding for this vehicle.
16. This advertisement does not constitute any commitment by UNHCR National Office in the Kyrgyz Republic, that has the right to change or cancel any or all of its requirements in the process.
