Access to Markets Project: Bailyk Finance
A new loan product of "Bailyk Finance" for small farmers was created in 2023 thanks to the support of the Access to Markets Project, financed by IFAD.
The goal is to involve milk collectors as agents who can help farmers obtain loans in a simplified manner. This will increase the number of pedigree livestock and improve animal productivity. The agents understand the financial capabilities of farmers and have well-established relationships with milk processors. Using a specially designed mobile application, the milk collector records information about the farmer's working capital - the volume and duration of milk deliveries - and sends an application to Bailyk Finance.
The loan committee reviews the borrower's credit history and income. If the application is approved, the farmer is invited to sign the contract and receive the money.

The Access to Markets Project (ATMP) is an IFAD-funded project of USD 31.2 million, which was approved in 2016 and will end in December 2024. It aims to raise incomes and enhance economic growth in Kyrgyzstan's pastoralist communities. Its development objective is the improved access and integration of smallholder livestock farmers into remunerative markets for their products, leading to improved and equitable returns.
