Joint UN Programme Accelerates Digital Transformation of the Health System in Kyrgyzstan

A high-level field visit in Bishkek today highlighted how a joint initiative supported by the European Union through the UN Joint SDG Fund is advancing digital transformation in primary health care across Kyrgyzstan.

Organized by the Ministry of Health of the Kyrgyz Republic together with the United Nations in Kyrgyzstan, the visit showcased progress under the Joint Program “Bridging the Digital Health Divide in the Kyrgyz Republic” (2023–2027). Led by the Ministry of Health, the program supports national efforts to build a more integrated, efficient and people-centered health system through digital solutions.

At the Center for Family Medicine No. 6 in Bishkek, participants observed how digital tools are being applied in routine practice, from patient identification and electronic medical records to referrals, immunization tracking and real-time data for decision-making.

“Digital transformation is not only about technology — it is about improving people’s lives by making health services more accessible, efficient and equitable,” said Rémi Duflot, Ambassador of the European Union to the Kyrgyz Republic. “Through the European Union’s support to the UN Joint SDG Fund, we are proud to contribute to Kyrgyzstan’s efforts to build a modern, integrated and patient-centered health system where digital solutions help bridge gaps in access, particularly for communities in remote and underserved areas.”

It is encouraging to see how digital health solutions are already making a tangible difference in people’s lives — helping ensure that health services are more accessible, more responsive and of better quality,” said Ms. Antje Grawe, UN Resident Coordinator in Kyrgyzstan. “This is especially important for those most at risk of being left behind, including persons with disabilities, older persons, and people living in remote areas. Through the joint efforts of the United Nations system in Kyrgyzstan, we are supporting national partners in expanding digital solutions that not only connect people to care, but also provide practical support, such as timely reminders on vaccination schedules and easier access to medical advice and follow-up.”

“Digital tools can be a powerful enabler of stronger health systems and better health, but only when they are embedded in a coherent national strategy and designed to be accessible equally, by everyone, everywhere,” said Dr Natasha Azzopardi Muscat, Director of the Division of Health Systems at the WHO Regional Office for Europe. “Kyrgyzstan is demonstrating how integrated digital solutions can improve service delivery, continuity of care and support for health workers, especially in primary health care.”

Funded largely by the European Union through the UN Joint SDG Fund and implemented by UNDP, UNFPA, UNICEF and WHO, the Joint Program supports Kyrgyzstan’s efforts to modernize its health system by strengthening digital infrastructure, regulatory frameworks and institutional capacity. This is helping expand access to quality health services, especially in remote, underserved and mountainous areas.
